Lee will always lose to garra. Lee's abilties can never counter garra..
Even if lee used all inner gates against garra, i doubt his attacks can hit a ninja soaring in the sky. Lee is earthbound , garra is not.
Garra could just rain down attacks of sand down from the sky while lee is buffeted by his attacks while lee's health slowly depletes due to his wounds.
Garra can also wait it out and wait for lee to die.
Garra takes this due to lee being earthbound. If lee could fly .....that would be a different matter.

Deidiera -can use his microscopic bomb attack while flying through the air.
Lee inhales, dies instantly , even before his 8 gates mode ends..
result = deidera lives and owns badly , lee dies
Sai - He rains attacks down from the sky on his bird mount, lee can't reach sai but sai can hit him.
result = sai lives , lee dies
Garra - He can go into the air , rendering lee's 8 gates useless. Garra can now buffet lee with attacks or wait it out..
Result - Garra lives and owns epicly, lee dies.
Onnoki - Onnoki is a powerful kage and can fly.. he can rain down dust attacks and remove lee's entire being from a moleluclar level , removing lee from existence , eight gates or not , lee dies..
Result = onnoki lives and owns epicly, lee dies.
Nagato - This powerful rinnegan user can fly , while raining down rinnegan summons , missles and other powerful techs while lee's attack are useless when nagato is flying...
Result = Nagato owns epicly , lee dies
Konan - konan flies in the air, wait for lee to die or rain down paper techs..
Result = Konan wins , lee dies
The list goes on...do i even have to continue???????

dude did you see gai in 7 gates , did you see how he was playing with nature like if it was his bitch , changing air pressure and shit
and the day time tiger can reach gaara anywhere , and lee had incredible jumping abilities without opening any gates , imagine after opining the 8 gates
gai looked like he was flying after the seventh gate , he jumped like 2 miles or something
add to all of that the difference between the seventh gate and 8th gate is said to be gigantic

short distance speed jump not equals to flying.
See how high garra can fly when he was fighting deidiera?

you clearly don't understand the notion of the 8th gate
at that point you don't hold back any chakra , not even to keep you alive , not even to keep your cells alive
that power can make you ten folds stronger , that power is much stronger than 7gates , and the seven gates took down kisama after he has stole six tails worth of chakra from the hachibi
it's epic power than can that can evaporate an army of sharks just from the heat made by the friction between your hands and the air cells

lee strenghth wasn't very impressive without the gates. His strenghth cannot even match sakura without the gates , you know? His attack is average.
average shinobi x 10 = ..... I am sure people can handle that so long as they keep their distance.
yeah , lee might unleash a huge way of power and cause tons and lots of bloody damage, but i still don't see him flying into the air , and whacking his ariel opponents.
Yeah , his chakra and power might reach high into the heavens but i don't see him flying and damning all those powerful shinobi
Facts you should keep straight
1) Gai evaporated the water by using the heat generated from his body , not his palms , but do not the sharks were made of water.
2) Yes , kisame stole tons of chakra from the eight tails but he didn't utilize it as he thought the blow that gai used to send him sprawling was a chakra attack , not a physical attack.
Mis information killed kisame , if he had known, he probrably would still survived and probrably would suck up all of gai's 7 gate chakra
