Oro is an example of somebody who wants to be great but doesn't have cheats activated such as special eyes or a beast inside him.So he doesn't have much of a choice if he wanted to become powerful.

People think he is weak because we have never seen him fight for Real, And because he got Pwned by Itachi.
Oro is easily one of the strongest Ninja to ever come from the Leaf.
He was Playin with 4tailed naruto, Even with a weakened body, Kakashi Shat him self when he Met Oro.
Sasuke only Beat him because he was so sick he could hardly move at the time.
a Full health Oro would wreck sasuke. Or even Ms sasuke for that matter

Ya Oro was always strong. I remember when he was the first main villain he scared the crap out of everybody. The thing is that everyone underestimates him now and just kicks him to the curb since we have seen so many ridiculous powers since part one; namely EMS and Rinnegan. I'm included in this group, but clearly Kishi has a reason for all of this. I mean considering Oro, the Senju, and the hyuga for that matter, have all been kicked to the curb....Kishi has to have something up his sleeve in regard to some of these characters.
