A(worlds fastest shinobi, sorry it isnt naruto)
Darui(Black kakashi? third raikage's techs and a beastly chakra reserve)

Dodai(rubberman, hes simply awesome)

currently the leaf, stone and cloud have recieved a lot of limelight
Darui is my favorite char but the mysteriousness off the mist has me interested in them, we are least informed about the mist.

It's hard because we really don't know a lot about most villages. We know that the leaf village fodder ninja are pretty strong. The Hyuuga clan are pretty powerful, most of the time. The Uchiha clan would have been awesome to have around if they hadn't all been killed. The rest of the fodder clans range from just okay to pretty cool: Aburame Clan, Akimichi Clan, Nara Clan, Yamanaka Clan, etc. Anbu/Root is also a pretty powerful group, all things considered. It really depends how you classify "strongest", but this is a pretty powerful bunch.
We don't know much about the fodder clans of the other villages. In terms of individuals, we know that the leaf village has a few really powerful people: Naruto, obviously. Tsunade, Kakashi, Shikaku, Guy, etc. We don't know many of the "superstars" from other villages besides the kages and a few other notable people like from the kage summit. I think we have to consider that the leaf village is the strongest, but it's hard to say that after the Uchiha massacre and the invasion of Pain, etc.

He clearly says minus kages and sannins so I don't understand why everyone has mentioned one or both, thought it is kind of a weird question because it also says dead and alive? Also the Sannin or only from Konoha so you are kind of answering your own question by putting them in with Kages (which they are Kage level, obviously, but so are S-Ranked Ninja's like Akatsuki and a lot of
High-Jonin Level Ninja's which are pretty much the one's named Kage after one dies/step's down/disappears/etc....i.e. - Kakashi when Tsunade is in a coma)
I mean honestly if its minus kages and all s-level ninja's (including sannin who are considered kage level anyway) than I think Whiteknight is right. You don't enough about the other villages' Ninja clans/abilities. The only two we can really give BASED ON YOUR GUIDELINES while answering the question correctly would be:
Konoha: Hands down (FROM WHAT WE HAVE SEEN THUS FAR) is #1, probably because they are the main hidden village where the main protagonist hails from. The top NON-KAGE/S-RANK/SANNIN from Konoha are (in no particular order): Kakashi, Shikaku, Shikamaru, Neji, Naruto, etc... Any of these people could be named Kage if something happened to Tsunade.
Kumogakure: Darui, C, Yugito Nii (2-Tailed Jinchuriki), and of course Killer-B.
The other 3 (Sand, Earth, Mist) are pretty much tied or pretty close I would say. From all 3 you have all 6 of the Kage's bodyguards and some others.
