Article I- The Powers of Parliament

1. The most important power of Parliament is to hear the People of NB and present (or not present) their ideas to the main staff.

2. Parliament may instill new policies upon NB, with a majority vote of the Moderators, Global Moderators, and Administrators.

3. Parliament judges whether or not the people's requests are feasible or not.

4. Parliament may impeach any of its members with a 60% vote.

5. Parliament reserves the power to hold impeachment trials, and civil cases between members.

6. Parliament has the ability to choose the successor of a member who is resigning or approve the choice of the person who is resigning.

7. Parliament reserves the right to more powers than what are listed if necessary and proper.

8. Parliament may amend the charter with a 60% vote.

Article II- How to Elect Parliament Members

1. Elections would be held annually.

2. Once posted as an official announcement by the Administrators, 30 people can apply to become Parliament members. Mods would approve them based on their application template:

3. Once 30 have been approved for election, another official announcement thread will be posted with whatever single item the person placed in their template as their accomplishment or goal right next to their name.

4. The people will vote for the members, and 20 will be selected.

Article III- How to Impeach Parliament Members

1. Once Parliament has sufficient evidence of crimes against NB, and a 60% vote of people agreeing to impeach him/her, he/she will be impeached.*

2. Parliament will judge whether they are guilty or not. Moderators (including Global Moderators) can either agree, or override the decision with majority vote of Moderators, or 2 votes form Administrators.

3. If innocent, they continue with their normal lives. If impeached, then they are banned from NB (not permanently) and their seat is lost until next year.

*NOTE: For those who don't know, impeach means ACCUSE, not GUILTY.

Article IV- Miscellaneous Items

1. Statistical Qualifications For Being A Member: One must be have at least 850 posts to apply for Parliament, or have been actively part of NB for at least one year. One must also not have more than 2 infractions. If one has been banned before, they may not become a Parliament member. Finally, Moderators, Global Moderators, Administrators, and Senseis may not apply. However, senpais can. The reasoning behind this is obvious for Moderators, Global Moderators, and Administrators because this would lower their position (which is silly) The reasoning behind not permitting senseis, however, is because if you claim to be very busy with your sensei works to not accept students (which is fine) then you must not have time for this.*

2. Number of members: 20

Length of term: 1 year

#of Terms One Can Serve: As many as they are elected, in other words, until the people don't want them anymore.

Frequency of Parliament Meetings: Once a Week

3. Political Parties: Political Parties are banned to prevent skirmishes within Parliament that would make it highly ineffective. (i am a firm believer in no political parties, so we must kill them NOW before they form.)

4. Special Circumstances: a. Obviously if someone is permanently banned, they may never serve another term

b. If members are impeached and guilty, the number of seats goes down by the number of guilty people who of course leave Parliament until the next election (EX: If I am impeached and found guilty, the number of Parliamentary seats stays 19 until the next election.)

c. If a member of Parliament resigns before their term is up, they may do one of two things. They may select a successor, and Parliament will vote to include him/her or not. OR Parliament can just select a successor. However, the seat must be replaced with SOMEONE.


*NOTE:
I have to include the post count requirement to maintain the status quo for the veterans here who believe posts=experience I tried to suppress that rule by also allowing being active for a year.

Article V- Time Limit of Charter, and Methods of Rechartering

I believe that in order to accurately assess the effectiveness of this Parliament, it deserves one year or one term. One year from the exact day it is passed, the mods will post an announcement that will run for a 2 weeks with a closed poll and the people will state whether they felt Parliament helped or not. The moderators and administrators will ALSO deliberate. If the two groups disagree, here is what will happen. If the people get a 60% vote, they can override the moderators' decision to decline. If the people want to destroy Parliament when the moderators feel it's actually successful, then the people would need a 85% vote to override the moderators.

If not deemed successful, it can still be rechartering, but with edits that the moderators make.

Scenarios to Further Explain How the Charter Would Be Used (In Some Areas, Not All)

Article I- Powers of Parliament

1. Let's say the staff changes the post count necessary for making a bio from 50 to 1,000. Obviously, the people would be angry and come to Parliament to help fix the problem. Parliament could then take their request, make it more presentable or other wise better their chances of getting it approved, and then present it to the staff. Depending on what Parliament decides, their ideas can help make the people's voice heard.

2. Another of Parliament's main jobs is to pass new policies on NB. For example, if bullying of people increases to a certain point that angers Parliament, they may pass harsher punishment for bullying.

3. Ok, this answers (I hope) a certain skeptic's criticism of this Parliament, and I will even use his example. The people get together and decide that there should be no restrictions for a Tobi bio. They then present it to Parliament. Parliament would, of course, decline it and not even consider such an outlandish idea. Therefore, Parliament reserves to right to also decline the people's will, if idiotic.

5. Again, impeachment will be explained more later, but I will give you an example of a civil case. one member sues another member (in kumi, obviously) for winning unfairly due to a violation of the timeframe rule. Parliament then rules that he did (or did not) violate the rule, and therefore has (or doesn't have) to pay the kumi.

7. This has no scenario, for it is COMPLETELY based on Parliament's opinion at the time.

3. On the separate thread, the polls would be closed, like contests, and my name would read: "~Deidara~, Author of Parliament's Charter" The point of this is to remind the people voting of the candidates' accomplishments or goals instead of basing it on popularity.

4. Self-explanatory, here is an overall comment of this article. This article provides a balance of power between the people and moderators. The moderators get to choose who's on the ballot, while the people actually elect them.

Article III- How to Impeach Parliament Members

1. Let's say I make a racial slur against someone while begin a member of Parliament. All Parliament needs to impeach me is a 60% vote, but instead gets a 85% vote. So, I am impeached.

2. A court case is held IN Parliament ensues. Parliament finds me guilty as charged, but just to make things interesting, the Moderators don't agree. They would need a majority vote. They don't get it, and therefore Parliament overrides the moderators' decision.

3. I am banned and never become a member of Parliament again.
