Still, to me, it doesn't seem like the intention is to create a whole new village from the current existing villages -- rather, unite them. If they're united, surely that would still stop the hatred?

This will somewhat stop the hatred for a few years, but i can see them starting a row in the near future. Basically it would be best if they took the usa approach of coming together and having one government or whatever, instead of taking the Eu approach where all the villages have their own leaders/government.

I need not tell you of the current trouble with the EU atm

The fact that Naruto no longer wants to be Hokage(certain circumstances preventing this), the Fact he wants peace for Amegakure as well... It sort of gives you an idea since Kishi decided to bring it back up NOW.

I got the idea from the info about the sage and how he wanted peace. Also about his two sons and their ideas on peace. The old frog sage also telling jiraiya of her premonition and the child prophecy. Nagato being the child prophecy who would either bring peace or war. Jiraiya saying naruto is the prophecy. God realm lecture to naruto when he had him on the floor

Not necessarily. If he can stop the hatred and form a nation from the villages in order to stop this hatred, without becoming hokage he wouldve achieved something nobody has ever achieved. He wouldve done something not even the sage, his sons, the 1st hokage, minato, nagato have been able to do

I think they would disable the whole village system therefore they would be no such thing as kage. Meaning naruto wouldnt be hokage.
