Shisui Uchiha under these conditions vs Real World (Read the conditions or dont post)

This is a thread I have wanted to create for some time. For this match Shisui will be able to use Kotoamatsukami without the 10 years cooldown. He is able to use the jutsu as any sharingan user can do a normal genjutsu.

Obviously physically he doesnt has the firepower to take us down, so upon arriving on our world he decide to use stealth to win. He studies our world and our ways reading wikipedia and interner for 6 months.

After that he decided he will attempt to sway the nations under his banner. Can he do it?

Rules:
Shisui can use Kotoamatsukami as any Uchiha would do a normal genjutsu
- He has 10 years to accomplish it
- He can use any resources at his diposal and those that is reasonable for him to win in the span of these years (for example control over some nations to wage war on others he is unable to attempt his genjutsu and great wealth).
- He has spend 6 months on research and know how our world works.

Can he win or we take him down first? If not how far can he get?

Once you got the President of the United Stated in your control then there is not much else you need to do. He just needs a few of the big countries on his side.

That genjutsu of his will definitely keep us in check and we'll be under his rule in no time!

Let's hope Shisui will not be careless and slip up or we'll be able to screw him over no matter what genjutsu you have since our advantage is in pure numbers!!

HAha this is a epic lelouch situation, tbh he just needs to walk up to the white house, and every person who tells him he can't enter, change their mind and make his way up to the president, From their he makes the president contact other country president and ask for a meeting in Person, he and the president fly over, and bam he Uses ka on Another presiden'ts guards etc, 1 one by one he'll be able to take over every country and have each president obeying him, etc That would be sooo epic xD

And i think it would work, Why would a country leader deny meeting the American president in person? to discuss "important things" :| IDK
