Firstly it was Anko who said that, not Sarutobi. Secondly the reason she said that is because she acknowledged that sarutobi was no where near his prime, saying that when the fight did happen, he didnt do too bad.

I can come up with things that loads of characters have said, which isnt necessarily true. I doubt the person/people who said that had seen the other ninja's konoha had produced and compared
I could say the same thing about Hiruzen being called the strongest hokage. Jiraiya knew Hiruzen in his prime so clearly he thinks Minato's stronger than him. You need a better argument than oh just because he was called the god of shinboi he can win this fight. Fact is that's not even an argument.

Second off, Hiruzen was the longest sitting hokage in history and he did it while surviving three wars(two as a kage).
Facts:
- God of shinibo(only other guy who got that privilege was the SO6P himself)
-The strongest hokage of them all ( fact from both manga and databook)
-The strongest Kage in his generation(facts from both manga and databook )
-The professor(He not only knew every jutsu in Konoha but also mastered them)
-Prodigy
-He had 5 in anything that wasn't affected by age(and several people mentioned during his fight that he was nowhere near his prime)
-Defeated two kages and managed to stop oro from taking over konoha,as a 68 years old man
Now, start reading the manga before you give out your opinion.

minato was in the process of completing his rasengan.. i.e. fusing his elemental chakra with rasegan... but he did not have enough time to do so...
