I think he's Kagami Uchiha-- I also have several theories as to why. But, for one, there are too many things that point to him not being Madara, seeing as you need the whole soul of the person to reanimate them. Then again, even more simple, Madara is worried that Tobi is straying from the plan; if he were the same person, why would he?

In normal cases I don't think I wouldn't agree with you, but I do think there exists a FTG Level 3, look at the link I posted in my Quote and what I wrote. Minato created Rasengan...never finished it because to him Rasengan being "finished" meant adding one's own elemental chakra...Naruto Masters it with Wind Release : Rasenshuriken and especially the fact that he can throw it now.
Minato definitely never finished FTG and as we are coming to see obviously secrets are passed down from Kage to Kage or Hokage to Hokage, I bet we will see a flashback in which Sarutobi gives the jutsu formula to Jirayai who then gives it Tsunade before Jirayai leaves and gets killed by Pain/Nagato, or some linear thing like that.
FTG is not only the only thing that can beat sharingan, Itachi (Who I honestly think was in the top 2 when it came to Sharingan use) praised Gai for his skills and his own way he made up to counter the Sharingan. (I think it was by looking at the Sharingan user's feet and following their movements based on that). Sasuke's MS was not able to keep up with A's Lightning Release Armor which is why he needed to cover himself in Ameratsu flames and still got sent flying with a Lateral Bolt of Pain or whatever A's wrestling tech was called. Immense speed in general is the only thing able to counter the Sharingan very well. As for going back to what Chapelle said, I kind of now feel like when she said FTG would be saved for HIM, I think she wants to use it for Tobi to counter his S/T Ninjutsu since it is the only thing we have seen thus far that allows someone to escape it. At first I did agree with you and I still kind of do that Naruto is definitely going to learn FTG and master it but I don't know if the HIM was for Naruto b/c I feel like she would have just said Naruto because usually when Kishi writes HIM it usually sends us all into a frenzy.
EDIT: Also, just how Sarutobi learned Dead Demon Consuming Seal from Minato, I feel like Tsunade knows it as well. I also feel that Tsunade is going to use this on Madara, ruining the plan. Think about it...DDCS does work against Edo-Tensei/IWR Characters as shown by Sarutobi when he seals Hashirama and Tobirama and now they can't be resurrected. Tsunade probably knows she is going to have to do this if things become desperate, and Madara wouldn't know what the technique is because he obviously wasn't alive, unless you believe Madara<>Tobi. But this is just a theory and a statement.

Raikage's arm no clue...
The seal was with Tsunade (I think). It was probably the same way Minato give that kunai to Kakashi and saved him. Tsunade had a kunai with her and they teleported to it.

This chapter was pretty epic, can't wait for the next one. It's funny how they think they can beat Madara with FTG, which will bring up countless threads and theories now.

Uhhh I am going to take a guess and say that your post is directed toward what I wrote? Who was wearing metal weights and when did they take it off? Sasuke could not keep up with A's Lightning Release Armor Speed/Reflexes even with MS like I wrote above. So since Sasuke couldn't keep up with A's speed he covered himself/Susanoo's Armor in Amaterasu flames, A's attack hit Sasuke and it landed and he went flying but A/Raikage had to cut off his arm due to Amaterasu never going out.
