Itachi. Mainly because of I am a fan itachi. Also, the part where tobi is afraid of itachi. Shisui but why I didn't choose him. He couldn't live and fought off alike itachi. Madara the reason why I didn't choose him mainly because of the treasures Itachi posseses also I believe Itachi is better strategically.

as far as strength goes, im gonna give it to madara, his ems is most likely stronger than sasuke's

as far as skill goes, id give the best skill with the MS to itachi, he knows how to use all of his jutsu very well

The regular 3 tomoe sharingan, i give that to sasuke, seems he read and analyzed most of his opponents the best, before he got the MS at least, when he got that, he got waaay too cocky

Have you guy's even considered Tobi? he has the rinnengan as well and we dont know what he's capable of with his ocular powers considering he has a bunch of eye's. Tobi or madara uchiha is what im thinking.

actually the best sharingan user is itachi...
then madara
then tobi(his techs are very useful and he said he had sharingan techniques even though we haven't ever seen his MS and personally i believe its izuna but if anyone would like to discuss that then...)
then sasuke( he really did get way too cocky but he does utilize the sharingan very well)
then kakashi(he is skilled and he isn't even an uchiha he only lacks the stamina)
then danzo(he didn't utilize the fact that sharingan can predict movements even though he had eleven of them)

as long as its the best sharingan users like its a tool this is my list

yea, it seems like the majority of us feel the same way, which is why we're not even considering him xD

As of currently (descending order):

Madara/Tobi -> Sasuke (though keep in mind that Sasuke's visual powers are bound to surpass that of Madara's/Tobi's eventually considering Sasuke was prophecized by Itachi to be the true savior of the Uchiha Clan) -> Itachi -> Shisui -> Kakashi -> Danzo (not sure if he qualifies entirely, but technically he's a sharingan user. or rather was).
