Location= The streets of Konoha(I know interesting)

I haven't seen any nuke's from the third just crazy strength and speed mixed with lightning

Kakuzu's can win but most likely the outcome favors raikage.

Raikage's raiton-enhanced punch will nin-taijutsu, and kakuzu's hardening is earth-based, and thunder > earth. If kakashi's chidori can pierce kakuzu, Raikage's raiton punch can as well.

That is true but Kakuzu also has Wind which is strong against lightning so it might not be as easy as you think plus its on the streets of konoha so there's lots of cover

we saw a fuuton attack from kakuzu
but it would be tough for him to catch raikage with such technique

I might go with Kakuzu because of wind element but Raikage could probably rip through at least 2 or 3 hearts before he can react.
