It'll be lame if he comes back.He is one of my favourite characters but he's dead and his remains are surely lost in the sea so no worries abt him coming back.its better that way
well he might come back with IWR (very unlikely)
but i personally think that when naruto will be on the verge of death while battling sasuke i think he and maybe with minato and kushina will have some sort of a "heart touching" speech in his mind...or somewhere "else"

and since kabuto said he couldn't find the DNA it means the body never came out , or at least not as a dead body

I disagree, even if Kabuto did have ENOUGH DNA to bring him back, Tobi said "Don't push your luck", meaning Tobi doesn't want him to revive Jiraiya and as someone said, he would be crushed by the pressure of all that water, and also Kabuto clearly mentioned that as well saying the Pressure is too great even for me.
are you out of your mind , this is the opposite of physics , dead bodies float , all bodies float when you loosen your muscles
don't hate physics , they are the proof that jiraiya is alive
dude how will a dead body be able to push it self so far into high pressure . it won't go that far , this is why divers use fins they push their bodies down
if you though a dead body ito the sea it will float , that's why they roped ossama binladen's body to stoned before throwing him , it's because the US army has enough intelligence to know that he will just float

have you ever swam , you need to force the air out of your lungs and push you self down , and you will still come back up
unless someone stoppes you from going up
that is if he drowned , which is how his lungs would get filled with water , but we kishi didn't show us the downing , and as you said even if kishi didn't have a reason to make jiraiya say what he said and not show us the dying moment
as you said eventually he will float , but kabuto couldn't find him , even though he was able to find madara , so the only things possible here is he died as you said , but someone took his body , or he didn't die
