Please explain to me what naruto having the cloak means?

I dont mean the fox's cloak I mean the actual jacket like the one his father (4th hokage) wore. I could swear that I remember him actually beeing shown in the anime with it once. I know i've definitely seen drawings of it. I just don't know if it suppposed to be like and reincarnation of the so6p r not...

I was just thinking that since it seems to me like sasuke will get the sharingan naruto is due for another power up. Could it be that he will have on the cloak while having the 9 tails cloak? That would be crazy
