What are the requirements for rinnegan?

btw I wanna clear up the misconception that Hashirama Senju was needed to use Izanagi...You don't. If you read the chapter 479. You see all adding Hashirama's DNA did was force the Izanagi to last longer than it normally would

It doesn't really matter. You don't need any Senju dna to use Izangi. Any skilled Uchicha can use it but it was forbidden (labeled a kinjutsu) cause then they'd go blind afterwards. All adding senju dna does, as it did with Danzo's case, was extend how long it could be use. But it still can be used without it. Just not as long
