imo this is what oro was after and why he was so persistent on taking over an uchiha body instead of just killing one and experimenting.

tbh im not a huge oro fan but yeah i agree, he was far beyond everybody thought and was in another game when it came to plans

exactly, oro could probably have gotten a sharingan before the massacre, from danzou or from tobi seeing as kabuto knows so much about tobi.

but he went for sasuke, because that was the only way he could gain ms, and, by beating itachi, ems. then he can awaken the rinnegan which gives you the ability to master all elements, making his goal of mastering all ninjutsu so much easier, he would have the ability to copy (sharingan) and the ability to perform the technique no matter its element (rinnegan).

Kimimaru was apparently Orochimaru's first choice so I dont think he had "evolving a sharingan into a rinnegan" as his grand plan. Or at least not from the start.

Also, Oro would still have had to take Itachi's eyes before there could be any hope of activating the Rinnegan because he apparently he needs a EMS first. And the most probable reason why Oro wanted a sharingan that comes with a complementary Uchiha body was because a Sharingan uses too much chakra without an Uchiha body.
