Well actually Kabuto said that there should be enough DNA on Nagato's paths' weapons to be able to summon Jiraiya and that there would be enough of Shisui's DNA on Danzo to get the job done.

About Minato, yeah he can't be summoned because he is in the soul of the death god. As far as I am aware there is no loophole to getting out of that unless his chakra in Naruto was enough soul in this world to be able to summon but that idea is kind of ridiculous and I would be mad if Kishi did that.
