its cos ms is rarity...and its rare to achieve it(he said that many ninjas from uchiha tried to do so, but couldnt get it)...and madara has even ems...and konoha had knownship about it(susanoo)...and it wasnt for itachi(susanoo needs time to can be performed...and also...how can itachi just use it, name it and say it in one while(after destroying uchiha)...and also, everyone, who is uchiha and has ms, has susanoo(about shisui, madara and izuna its not known, but there isnt said that someone from uchiha with ms hasnt it) madara just has it, from him konoha must have knownship. also tobi said "ooh this is saskuke's version"

Except that Sasuke has said he unlocked Sasanoo because he awakened the MS in both eyes, something Kakashi can't do. If Sasuke and Itachi did it, no reason Madara can't.
