Well to me it seems that at this time, the snake is going along with Tobi's madara identity, but doesn't actually believe it... but how can we be sure ? Translation differences could turn all our theories upside down.

itachi vs kabuto
tobi vs madara?
also itachi said he was going to stop the resurrection technique, if by that he means stop everyone's seal then there will be a killing spree of zetsu.
another thing to think about, if the zetsu's overrun the ninja then kabuto gets sasuke then what?
another other things to think about what will sasuke say when i finds out he has been lied to the whole time?
another other other thing to think about kabuto is being overrrun by orichamaru and is turning to him there will be a complete orgy of badassness with orichimaru, madara, tobi, sasuke, naruto, bee, itachi.

in that, Tobi says he wishes to become a "Complete form"... sounds like he either wants to merge with Madara or he is more related to Zetsu than we think

Both. Tobi consists of "Individual Parts" including Kagami, Madara and maybe something else. It may come down to a point where Tobi show's his complete self, removing the Akatsuki cloak and it may just be an ugly body which consists of many different parts. Now Edo Madara is when i can add your theory. Half soul. All he needs to do is unite. Your theory helped me kind of put this together, into figuring out who Tobi might actually be.

now it all makes sense,i think tobi is actually a combination of the first (zetsu) and madara created by madara same thing with zetsu that is probably why they move together plus now we understand what tobi mearnt when he said nagato was suppose to use that jutsu for him i bet it was to revive his master (madara) i mean even madara confirmes this so this looks like one elaborate plan he put together before he died. ps i actually think tobi is stronger since he is a combination of the two and i do think he has ems cos he can control the kuuybi, teleport and besides danzo used shishu eye without it going into ms mode
This is quite twisting, but your right he could still be obito.. like the theory stated i read a long time ago about zetsu saving obito before the rock had fully crushed him.. and he does have a very close relationship with zetsu, thus meaning its still a possibilty. Once he removed the cloak and mask i think it might be a ugly put together body and meaning he wants to become one with madara to fully obtain a Whole body and he probably knew that kabuto was going to end up summoning madara.. But who knows just gotta wait and see what kishi reveals.. and tobi was with sauske and his team at the end.. ohhh

My theory from ages ago....
A shortened version of the theory i lost after writing it for an hour was that Madara is both of them...
Tobi is madara's memories in Obito's body, he would lose his own techniques as his original body was probably dying (old age?) but he would have Obito's technique Space Time Jutsu and the implanted DNA sample, from Madaras fight with Hashirama at the VotE, this would give him the ability to use Izanagi freely and ultimately Banbutsu Sozo, once he had his rinnegan and his plan was complete. It is likely that he did through one of black zetsu's weird jutsus.
He made a plan long ago to unite his soon to be dead body ie edo tensei'd madara and EMS, with his new Tobi body, so that he could use EMS, Izanagi, Space Time Jutsu, Banbutsu Sozo and control the Jubi once it had been gathered. Essentially the sage of the six paths reborn plus his own EMS.
However he was meant to be reborn with gedo rinne tensei, but Nagato uses it on the people of Konoha instead, thats why he talks about Nagato as it was part of his plan, Tobi's original plan to revive his body with Nagato failed, but he adapted when the snake (Kabuto) shows up, it fits in as he can revive his old body through impure world resurrection, so he agrees to an alliance with Kabuto. Sasuke was a sacrifice he was willing to make to gain ultimate power.

hmmm...i think tobi and madara are the same persons. I got so many reasons but one stands out above all others. remember when tobi was talking to sasuske and he told him that he was only a mere shell of his former self? I think it has something to do with that space/time technique he has...we will see.

Yeah i think that zetsu is key in this whole thing aswell...he somehow managed to merge madara into obito's body, but madara was unable to retain his EMS. Tobi got sage powers and the whole Nagato Gedo Rinne Tensei plan was to unite , Tobi to the dead body of Madara so he could become complete.

no he cant be obito tobi want to be the sage which means you need senju and uchiha blood together.. obito in 7 years is not gona be that strong to fight the 4 hokage
