I often hear people say 'training' and 'learning jutsu'. But how do they actually work? Do I just talk with a sensei and I learn a jutsu or something?

You rp with a sensei as if you were both characters in the Narutoverse. During the training, he/she tests your knowledge on whatever subject they are teaching you. They then teach you about the subject, or a particular skill, such as how to use it and it's characteristics and then you can use that jutsu as well.

People in Special Forces either are lucky and don't get shin splints, or they suck it up and don't complain and treat it on their own, at least until it turns into something serious lie a stress fracture.

Are there any sensei right now who are not busy and will teach newbies like me?
To be honest, the ratio of Student/Teacher is like 100:1 at the moment, and more students come everyday, but the amount of teacher stays/lessens.

You should go look for a sempai/sensei who can train you, but don't expect them to be able to the second you ask them. (Senseis have orange names btw) + You need a bio and stuff like that before you can RP.
