EDIT: No forget possible... the more I look at the details of the 10 tail's figure... the more I'm sure... each pike lines up with the Gedo Mazo's stumps... I'm now convinced the Gedo Mazo is the body of the 10 tails!
Either that or it's a replica body because the original body is unobtainable!
Yes, finally someone posts what I was just about to. The stumps on the Gedo Mazo match the stumps on the Juubi exactly. The tails simply do not exist on the Gedo Mazo because it requires all the tailed beast chakra to form them. It doesn't matter how many stumps the Gedo has, because it doesn't relate to the tails. Thing is that the Juubi is, at a minimum, a replica body of the Juubi created by Madara or indeed it is the real body. Just as BarBo said --->

There is no doubt that gedo is related to the juubi in some way. (thats why they are sealing the beast chakra into it)
My guess is that it was created by the So6P, and that nagato unlocked it similar to how naruto was able to use the So6P sealing tech on the fox.
Gedo is a vessel that the juubi will be summoned with, but as it has been said before, the body of the juubi is sealed inside the moon.
And in regard to the whole 'Gedo Mazo has 9 eyes' thing.... clearly the eyes will not stay like that once the Juubi is restored. Most likely, the instant all the chakra is restored to the body, the Juubi will take over the body and return to its original state.
To be more clear, take Naruto for example. Every time he was taken over by the fox, he crept closer to the ultimate form of the nine tails, right? We were told that after the 9th tail forms, Naruto will cease to exist. Basically, his body will melt under the boiling mass of the Nine-tails chakra. Kishi even went out of his way to explain the process of the transformation, like how the chakra will form first, the skeleton forming second, the muscles forming third and the skin/ fur forming last. The same will happen with the Juubi, but it will be in one instant rather than a slow process.
Thing is, once all the chakra is restored, or at least after a little chakra from each beast is restored, the Gedo Mazo will become the Juubi, forming all 10 tails and converting its 9 eyes into one big eye, perhaps the 9-tomoe sharingan. The 9 eyes were mostly for our convenience, acting as a visual aid for us to understand the collection of Biju's. This means that this 'body' is most likely a creation of Madara's, or the Sage's (as one person suggested) for the sole reason it has 9 eyes that mark the collection of individual biju's.
In reality, its unlikely Nagato was summoning it from the moon and even if he was, it would have messed with the integrity of the moon and thus would not have been logical. The fact that Madara has constant access to the Statue in his own base suggests that it not only could be a creation of his, but it is restrain-able by him and can be 'commanded' by him in a sense.
