Remember the fight with Tayuya? He hid himself somewhere to make that hand-sign to think and it took a while.
You don´t have any time to think like that in the heat of battle.

It's hard to say for a fact. We've only seen Itachi quickly come up with a battle plan once with Naruto and Bee against Nagato. We've seen Shikamaru's strategies far more often in battle. Granted Itachi's long term planning is something he has that we've never seen from Shikamaru. Hard to be accurate with inadequate data.

We've never seen it from shikamaru because shikamaru never was presented with a scenario in which he had to plan a series of events in order to accomplish a very obscure long-term goal.

If you ask me who is smarter:A) Someone who has all the time in the world to plan lots of moves outside of battle,
B) someone who can formulate strategies and many moves ahead of the opponent in battle while they are the underdog in the fight, I would go with person B.

I'm Saying itachi, shikamaru can plan a thousand moves ahead but itachi can plan years in moves ahead that's billions of moves ahead

They're both Geniuses in my book. Shikamaru is not strong but planned how to take down an akatsuki alone after one encounter. He figured out Hidan's entire ability and used it to his advantage to take Kakuzu's heart by replacing the blood, then he took down Hidan with brain power. If Shikamaru made a few wrong moves he would've been toast. In the chuunin exam he tried that girl into headbutted a wall backwards.

Itachi had his little brother in an illusion till death. Itachi found ways around Nagato's field of vision and that gravitational pull. He even had a back up plan to stop Sasuke with Shuisui's eye after death (if Sasuke went bad).

you see thd two of them are smart,for there not to be too much debat,in some case,shika,have used his iq, in fighting situation,so also itachi,like when fighting pain,he quickly analysed everytin naruto said,den came up wit something that help alot..secondly,been 1 of the best assasign,is not just powerful,but been smart.guys smartness and been strategic,is different.shika,is strategic,not smart.y itachi is been smart.t,or k.

itachi is smarter, his plans always succeeded

by what we saw about itachi ,he always had big advantages to know all the infos about everything (kakashi ,sasuke,konoha,pein,madara,danzou...) .With shikamaru it's a different level,he is very limited about jutsus and the situations was extremely hard for him ,no mangekyou , no genjutsu no gekkei genkei etc... only pure intelligence ,he find always the solution like we can see with kakuzu and hidan (1st fight) .
Same for kakashi and jiraiya ,it's extremelly hard to fight the unknown ( itachi's mangekyou , pein , etc...)
