When you look at naruto's ablities alone, he can no doubt defeat either one in a one on fight and has a great chance of defeating both, but thats just looking at naruto's abilities. Gaara and the tshukage are no pushovers.

If gaara and onoki work together instead as individuals i think they could win.

man first of all if naruto with kb mode fought with them he would be way to fast for them and let them burn all there chakra and if naruto stresses kb mode like he dis with third raikage he has sage mode and besides the 2 kages will losing to muu but when naruto got there he killed muu right away

oonoki and gaara hhave low chances too win cos their attacks would be too slow for him and naruto's attacks are too deadly especially in numbers. he has too many rasengan variants and together with clones he can overpower the two. oonoki is a lil too old and is a disdvantage for their side.
