Haku. Neji may have special eyes, but Haku has more knowledge on the human anatomy than Neji and would most likely be able to easily find the Byakugan's blind spot and ultimately defeat Neji with his ice mirrors.

Neji is also very knowledgeable on human anatomy since his style of taijustu requires accurate knowlede of the chakra system and vital organs. Plus his eyes will allow him to actually see what he is hitting.

True but I doubt he can find wich mirror is haku in, since he's so fast that he seems to be in everyone on of them

Naruto in his initial jinchuuricki mode was able to catch him in mid-teleport and he went up against Neji in the chunnin exams. They were pretty evenly matched in terms of speed back then, so he would most likely be able to keep up with Haku.

He could also use eight trigrams 64 palms as Haku is moving. His hand speeds are very fast when doing so and would allow him to keep up with Haku.

Technically, no. Their body systems arent the same as ours, so chakra points would be knowing the human anatomy.

That's an interesting theory, I doubt it could work but if it did than yeah .... I still think Kaiten would be more fit
