minato ftg technique is it really speed????

i was thinking about this for a bit minato ftg technique isn't really speed but more like teleportation the raikage tech is speed so that would mean raikage was the fastest man alive until naruto but i wonder why yamato would say

your not up to the 4rth standards or something

when naruto is clearly speed not teleportation

Minato uses a special seal and has instant teleportation which would be faster than any speed, even if it is one billionth of a spilt second, it is still faster because it is teleporting.
But, if Minato doesn't have the seal or anywhere or the kunai with the seal, then he'll most likely teleport to his house where the seal is or the last place that he has placed one.

FTG is teleportation but Minato's base speed was already impressive as seen when he catches baby naruto
