Well for me MC's have something to say you feel every word and they have a flow. Rappers are just commercial pretty much talk about nothing. for example KRS one wil always be a MC while Lil Wayne will always be a Rapper. Just like Rap is a type of music and Hip Hop is a culture.

To me personally, and emcee is generally a more talented, raw, real rapper who has gained the respect necessary to be an MC (see NaS, KRS-1, Rakim, Tupac, Biggie, etc.), where a rapper is a title given to almost any hip-hop artist (see Flo-Rida, Lil Wayne, 50 Cent).
