3rd raikage wins. Gaara's sand is strong, but it isn't strong enough to withstand the 3rds hell bringer jutsu. Also deidara would get crushed here. Unless he blew himself up, and that most likely won't even kill the 3rd considering his durability. Either way the 3rd wins.

Diedara's weakness is lightning jutsu's as shown by sasuke.
And gaara has a good all round defense

But the 3rds defense is better. Gaara or Deidara have no attacks that would get though the 3rds lightning armor, Maybe deidara's suicide attack could.
