i dont know they all have very destructive powers.
deibara- explosion so big he can destroy villages.
sasori-100 puppets, beat 3rd kazekage
itachi- Ms techs sword that absorb souls
kisame-beat bee and ninjutsu dont work on him
pain- destroyed two villages.
konan- Six hundred billion explosion tags= ridiculous nobody can stop that.
kakuza-all 5 element and 5 lives
zetsu-??
Madara- Ems
Sasuke-Ems
Cant pick who is strongest they all have ridiculous powers.

After those two, it'd be the Silent Badass for sure. Itachi. After him...I'd say Kisame followed by Kakuzu and so on.

Kisame is stronger than konan, she just amazed everybody with one planned technique, that Madara didnt know and still survived.
