I vote for Mei. Not because she is the Mizukage but because she is more skilled or experience with her natures.

Probably Mei due to the whole two kekkei genkai thing. Anything Kurotsuchi can do, Mei can do as well, and then there's the boil release. Not to mention Mei is probably more skilled than Kurotsuchi since she is a kage and Kurotsuchi is a jonin.
