yes i can copy jutsu.

he means that there are different clans and such and such with different abilities for example sharingan is a uchiha bloodtrait
i am not uchiha but i have sharingan cause my charactor took a uchihas body.
there are also other abilities such as the kyuubi and shinos bugs.
