If Naruto can hardly defeat Sasuke in 216, Sasuke can defeat Naruto very easy, if he had not been in a big fight with Danzo...

Excuse me? Have you paid any mind to Naruto's character at all? To his bond with Sasuke? Do you really think someone like Naruto would attack someone he still considered a friend with full force, especially when they were clearly all bent out of shape and had obviously fought other battles previously?
Naruto wasn't attempting to fight Sasuke. He was just countering him. Inflicting damage on Sasuke then wasn't his goal; it was stopping him/protecting Kakashi from the attack. Not only that, he did things that way to see if he could read into Sasuke yet, what with the high-class shinobi thing Sasuke told him way back in the Valley of the End. And he could, catching a glimpse of something no one else can see, even we readers.
Point: someone like Naruto doesn't attack someone with all their strength when that person is a friend and attacking with everything clearly isn't necessary.
