No. I'm sure it was only MS that can control ninetails. Ems is just like the ms but dosnt cause the user to go blind. And have some other abilities that we don't know yet. I think:shrug:

We know that the Mangekyou Sharingan can suppress the Kyuubi. Sasuke does this when Naruto, Sakura and Yamato encounter him for the first time.

You probably need a certain level of mastery over the Mangekyou Sharingan to be able to control the Kyuubi completely though.

I think normal sharingan can control nine-tails so EMS not needed because sasuke did it with his normal sharingan....:shrug:

Tobi had a powerful genjutsu and with that he controlled Kyuubi and the fourth Mizukage. He lost it, because of Itachi. Tobi got hit by Amaterasu, then he came back like nothing happened. He had to use Izanagi and sacrificed his ''genjutsu eye'', because later he wanted Shisui's eye that has the most powerful genjutsu, but Danzo was able to destroy it.

^This. But the manga does seem to imply that a MS is required to control it (at least from Sasuke's conversation with Itachi about the tablet). So it is a bit of a mystery.

It must be either one of two things, either MS guarantees control of tailed beasts and only a very powerful normal sharingan can do it, or it does in fact require MS and kishi doesn't yet want us to know that Madara still has access to it. It is an interesting thing to think about.
