yep, Minato hands down, he has way too much ammo for kisame, although I wonder, let's say Minato tags Samehada with ftg, could he possibly do a reverse ftg and teleport Samehada?

His sharks are made of water, them consuming the kunai wouldn't do anything...plus he has other ST jutsu that aren't kunai related. And he is lightning fast without FTG. And he has a ton of sealing jutsu and has awesome summons.

The sharks are good enough as a 'material' to hold a scroll.

For having exceptional stamina,that's highly reasonable to believe he won't die after getting 'speedblitzed'.

They can hold a scroll but it was only holding it, Minato could FTG to it and grab it and FTG away.

Plus he doesn't need the kunai to use FTG. He could put a seal on Kisame and then it is over for Kisame no matter what.
