I'll go Wind Release: Rasenshuriken because you need a lot of time to gather lightning cloud to use Kirin at that time you been hit by Rasenshuriken.

Rasenshuriken wins this one IMO. For that you need to make a rasengan then add wind chakra into it. While kirin you need to shoot a powerful fireball in the sky to make storm clouds, wait for the lightning to gather then use lightning manipulation to make it. By then naruto could of thrown his shuriken at sasuke killing him. Also wind > lightning and they are the same rank.
