So I posted this in "Bleach Manga 460 Discussion and 461 Predictions" to discuss the recent chapter but I'll post it here since it's relevant and gives insight to Ichigo's growth.
"When Ichigo first becomes a shinigami, it was because Rukia transfered her own powers to Ichigo. Ginjo stated that it succeeded because Ichigo has his own shinigami powers. In this form, Ichigo's access to his shinigami powers was very limited only being able to use his zapakutou in it's katana state. Over time Ichigo gained further access his shinigami powers through, Shattered Shaft training, Bankai training, and Dangai training (To be clear, his hollow powers are a separate entity created when Ichigo's chain of fate corroded and he underwent hollowfication, they are not a part of his shinigami powers). Using the Final Getsuga, Ichigo lost his shinigami powers, leaving him with no reiatsu and no abnormal abilities, making him a normal human.
Throughout the series, Ichigo's shinigami powers is the enormous reiatsu everyone in Bleach has mention. Even though those shinigami powers were lost, Rukia stated that Ichigo will always have shinigami powers deep inside himself. If you remember when Ichigo's Fullbring became complete, Ichigo's shinigami powers began to return because of the use of the badge's reiatsu. Since Fullbring is only a small amount reiatsu given to Ichigo by his badge, only a small amount of his shinigami powers were restored. As you could see in the recent chapter, the glowing sword completely restored Ichigo's shinigami powers. For this to be true, I think Gotei 13 members put their reiatsu in the glowing sword equal (maybe even greater) to Ichigo's original reiatsu before he lost his powers. Ichigo regained his shinigami powers because of the shinigami powers deep inside of him and the reiatsu given to him by the glowing sword, meaning if Ichigo is given reiatsu, his own reiatsu will return. Since his shinigami powers were fully restored, Ichigo would be at post Dangai state, which would explain why Ichigo is so strong and Ginjo does not recognize his strength."
