Awesome first post dude. Good theory and welcome to Narutobase.MY FIRST POST EVER! I thin Shikamaru's dad is the best choice (of all the rest). Let's face it. Tsunade was not the strongest in her generation. The pervy sage was probably stronger than her, so offensive strength is no a must for Hokage. I specify "offensive" strength because if it wasn't for lady Hokage's Mitotic Regeneration jutsu, all that Naruto would have saved (in the pain attacks Konoha arc) would have been a huge landfill, or mass grave!! That show's that it's not just offensive strength that matters in a Kage. Likewise Shikamaru's dad would be good for the village by staying behind the scenes strategising and commanding the troops. That's what Tsunade does already. But, Kakashi would be the best choice, strong, a natural leader, and a great tactician. But he's not in the running.
