and i was wondering how long do it take for them to approve/deny it and how will ik

usually up to 1-2 week. For people who ask about how long it takes for a bio to get approved: 1 month.

Who said that was allowed? RPing without a bio, or using jutsus you haven't learned will get you a short ban from the forum and a longer ban from the RP.

Unofficial or official, one is not allowed to RP without a bio, nor is he allowed to use jutsus he hasn't learned, so you do NOT know what you're talking about.
