Kiba is where he should be, a chuunin (with the exception of tracking perhaps)

Sai should be S-jounin or a lower level jounin I believe

I would also recommend the difference of obvious threads this is not even close to sasuke vs tenten or konahamaru vs Masada they are both chuunin you acted like Sai is in another leage compared to kiba

Just saying that Sai and kiba would not at all be like those threads
