Everyone hates her because in the Naruto Series, she basically hovers and flirts with Sasuke. And even though she showed more technique in Shippuden, she is still in Sasuke. Of course, she is going to cry. She is a girl after all, a sensitive one. There is nothing wrong with that.

By the way, she does things but recently mostly left out, well she was the first to discover the White Zetsu infiltration problem and solved a little, she´s a medical ninja which means she´s not always a fighter.

I don´t get it why people hate her, the crying is just cause of emotional attachment to Sasuke she can´t get over, nothing wrong with that.
