Is tsunade at kage level, or gaara at kage level?
I think tsunade isnt at kage level but sannin
And I also think now gaara is at kage level, maybe on pair with mei terumi (power)

they have 2 different sets of skills, but, are powerfull in there regards. gaara is an incredible long ranged fighter while tsunade is a great medic. i think her medical abilities are on the same tier as the other kages "power" levels

thats it, I think gaara isnt at a normal kage level yet, and tsunade, in combat isnt at that level too

Gaara is at Kage level he is able to protect his entire village from devestation unlike tsunade.
To be honest i dont think tsunade is kage level and if she was not in a team with orochimaru and jiraiya she would not be as respected.
She is the hokage by default her name was not even mentioned until jiraiya said something.
And if Gaara and Tsunade fought Gaara would crush her .
Gaara is the top 2 Kage alive now.
