Sasuke Uchiha is a "Hawk" now, not a "Snake". But back then when he didn't have MS he was a "Snake", meaning he was way weaker, but was still stronger than Naruto, because "Snake" was on par with 1-Tails Naruto.

i only voted for sasuke because i know for a fact that more people would vote for naruto 
but i would favor a tie, and i only do so because of the conditions that are stated in this thread were met in the first series, when naruto and sasuke fought on top of konoha hospital

But he didn't create the chidori himself. IT WAS SOMEONE ELSES JUTSU. The chidori was kakashi's, not just Sasuke's. Naruto's rasenshuriken was origional, all his. Kakashi showed him that he had wind natured chakra, but he didn't show or teach him the rasenshuriken. All of Sasuke's lightning techniques are an extention of him having the chidori, wich he didn't create Sasuke didn't have lightning if he wasn't taught the chidori.
What I'm trying to say is that Naruto is self-standing. Sasuke ran to other people for power such as Kakashi, Orochimaru, Itachi, and Madara. Naruto didn't do that. Yes, Naruto was taught the rasengan and told about his wind nature. But he didn't get them because of power, and he worked for them himself without a hunger for power, coppying others (sharingan), or taking it from others (orochimaru's powers, Susano'o, Itachi's eyes, etc).
And why did you say that Lightning>Wind? Wind cuts through lightning.
And Naruto being an OP if he had those two buffs? Sasuke has two elements and a weapon, so you're actually insilting Sasuke as well.
all sasuke has in this battle are fire techs and lightning going thru his body. he cant use chidori withut sharingan or naruto wud counter it easily.dnt say naruto cant counter becuz he can, he doesnt suk at fighting hes excellent.he seen chidori a million times. sasuke gets tunnel vision and cant see wen running with chidori. rasengan doesnt need speed 2 be effective. kirin wud take 2 long 2 prepare and naruto wudnt give him any time. if naruto used multi shadowclone sasuke wudnt kno which is the real naruto without his sharingan.plus we all saw how devestating it was even against shinra tensei, so tht chidori surrounding thing sasuke does wuldnt do much. naruto knos how 2 play tricks with his shadowclones and im sure he cud get sasuke in a trap and hit him with rasenshuriken.dnt say he cant cuz he done it b4 and he gets every1 with his shadowclone tricks. plus without the fox naruto has ten times more chakra which cud be 100x more chakra and better chakra control. Sasuke cant use sharingan so have his so calle "amazing" smarts are out the window. No genjutsu,no fighting(i kno 4 a fact sasuke cant handle naruto taijutsu without sharingan), half his ninjutsu arsenal unusable. U just think sasuke wuld bash naruto without sharingan dont you. Anyway, as for the original poster's guidelines I would give the match to Sasuke pretty handily. He is the better tactician, has greater stats, and all around better shinobi than Naruto. In this particular instance, Naruto literally only has his high stamina, maybe a dozen shadow clones and his arsenal of rasengan jutsus. It simply isn't enough against a fighter as versatile as Sasuke is with or without a sharingan.
Now, that being said.. This fight in my opinion isn't exactly a fair one. Naruto deserves his summons and at least one round (15 minutes) of Sage mode even if he doesn't possess the bijuu. Give him that and this would become a landslide victory in Naruto's favor.
All in all, if you want fights to be as even as possible you need to really look at what techniques are more broken than others and try to give each fighter a balanced arsenal. Because in a universe like the Naruto one, one character vs. another outside of the actual plot usually ends with a distinct advantage do to one or more very broken techniques.

The tunnel affect is way overrated, because Naruto would go straight forward with his own Rasengan to counter, he would not take advantage of the tunnel affect.
Naruto is not better than Sasuke in Taijutsu. Remember when he blitz him at the beginning of Naruto?

Naruto, he can summon a frog grta dn Sasuke's snake. He can also make 1000 clones nd has a larger chakra capacity. Besides Naruto's wind is strong against Sasuke's lightning. Naruto wud only lose his hand wit Rasen Shuriken but Sasuke wud die.

I'm a little lighter on my opinions of Sasuke; I think he's a little misled too, just like Nagato - but he's been misleading himself. He's more stubborn than Naruto in some ways, and he doesn't like anyone telling him to stop. He's rather perverse, and quite blind. Not just physically.
His only drive is revenge - which I think hides his love for those loyal to him. He just doesn't use it in a positive way.
Well, that was mostly off-topic. Anyhow, I think Sasuke's main weakness against Naruto isn't really inferior skill or power, it's his underestimation of Naruto's skills and his own overconfidence. And Naruto gets a few points for being able to push Sasuke's buttons in the right places, too.
