i think the second hokage is very strong dont get me wrong and i like him byt i just feel like hes just "that" hokage

i mean first hokage battled madara uchiha

thrid hokage was claimed strongest kage (i think first hokage and fourth hokage are the only kages stronger though)

fourth hokage savior of the nine tails attack

fith hokage the hokage that has been for the longest during the show so were used to her being the current

and second hokage just "that" hokage lol he is a badass though still

I know this concept might be moot, but I'm thinking that Minato might be his son or grandson, most likely grandson, due to the timeline. Very similar techniques, Space/time jutsu, sensing the number of shinobi by putting his finger to the ground, Jutsus that deal with death and the afterlife, i.e. Edo tensei, death reaper seal. Just a thought.

I do agree with you though, he is "that" Kage. Took his brothers place to fill the void for the village, and passed, what seems to be, somewhat quickly afterwards, only to be replaced by a kage who served for like twenty years. I think that would qualify as "that" kage. Hashirama and Tobirama had to be force to be reckoned with back in the day though.

Anbu, cipher division, council, Academy, all the organizations that are in Konoha, the international chuunin exams, the registration system, and the other villages and the ranks of genin-jounin [although that was never stated I believe that since it's organized]) which is used throughout the entire shinobi world, with slight modifications to each. He created one of the most powerful techniques in the shinobi world (Edo Tensai), and the most bad ass water jutsu master. Tobi-sama isn't just that Hokage, don't be messin with my boy here. I feel his significance of hokage was perhaps the second or third most significant of all the five kage...

Hashirama-credited with bringing peace to centuries long rivals Senju and Uchiha and starting up the shinobi village system (along with Madara)
Tobirama-organized the newly found shinobi world and sacrificed his life for the village (Will of Fire)
Hiruzen-idk what he really brought other then being considered the most powerful
Minato-sacrificed himself to save the village from the Kyuubi, and his FTG basically won their war against Iwa
Tsunade-most powerful medic, saved countless lives in second war from Chiyo's poision, protected village from pain.

Here's what I think the most significant kage are (Minato #1, Hashi/Tobi # 2,3interchangable since both contributed to the development of Konoha and the shinobi feudal world, then there's Tsunade and Hiruzen). I'm just sticking up for my man Tobi.

I did some research as well and even though they give him credit for the Academy, Anbu (and Anbu sub factions within Konoha), and Chuunin exams it said he set up various organizations within Konoha. The three listed above are used pretty much in every village (more or less), and I belive the registration because was his doing as well seeing as Hiruzen is registered as 261 (in Konoha) and no shinobi during Shodaime and Nidaime's time (at least in Konoha) had no registration number and I concluded that since all shinobi in the data books in konoha after Tobirama have had been listed with a number (most at least) that he was responsible for that, although I could be wrong, idk and idc. What I'm basically saying is, what he's done in Konoha was used as an example, and used in other villages, but each village has modified certian things, haven't used them, and has added some of their own. Like in a filler in the original Suna was said to have just adopted an academy method similar to Konoha's, Kirigakure has a sub-faction of Anbu known as Hunter-nin which deal specifically with search, capture, and more then often assassinations of missing-nin, while Konoha has an torture and interrogations unit within the Anbu. Tobirama's way of organizing shaped the rest of the shinobi villages is all I'm saying and that was significant. I see what you're saying. Hashirama is played out more for his battle with Madara, Yamato's genetic experiments, linked to Orochimaru and Danzo's affairs, as well as Zetsu and Madara. He plays a big part even though he's dead. Hiruzen was the Hokage for the small part of the series from the beggining to the invasion of Suna and Oto arc. Tsunade filled in afterwards up until now, and Minato is the star for his sacrifice to Konoha. He's been more emphsised now and he links to Madara a little more. You're saying that Tobirama was just the hokage thrown in there to give explinations to other things and to fill in the count, Shodaime, Nidaime, Sandaime, Yondaime, and Godaime. His contributions are not what you're focusing on you're just saying as far as the plotline goes for this perticular sequence (the struggle for the nine Bijuu, the war and the naruto story) he has played practically no part except for his contribution of Edo Tensai which is perhaps the most significant antagonistic jutsu in the series at this point. All the Other kage have played into the plot line in bigger ways you're saying.
