i dont think they care much about the hidden cloud, they are after the 8 tails, and i think tobi/madara predicted that they'd hide 8 n d 9 tails. the reason it was kisame was cuz kisame would be able to defend himself incase they get caught. like he did on that island, if the was zetsu he wud have been wiped out with in seconds
