I've never thought of that however it must have took a lot of planning as he would of never obtained Shisui's eye until a short time after the massacre as he would of needed it implanting.
It was just a couple of days prior to the incident.
So basically what you're implying is that in that short interval, Danzou got his hands on one of Shisui's eyes, had it transplanted into a socket and finally manipulated.
Being able to use the eye straight after the transplant is very much possible ( As Kakashi Gaiden has proved ) but i highly doubt that Danzou would have been able to use Shusui's ocular ability to manipulate.
I just don't think that Danzou manipulated the 3rd, he was simply outvoted. I mean those Advisers of his aren't exactly lenient.

I agree, I don't believe that Danzo had Shisui's eye(s) yet since Shisui was taken out only a short time before, I would've have said it was possible that he had the eye before hand because why would Itachi kill Shisui before the others and then it occured to me it was to obtain his MS (more then likely). Also I belive that, although Hiruzen was a peace loving man and prefered deplomacy over violent actions, I feel that since he was Hokage he had what it took to make the tough call on his own listening to his advisors.

where in the manga does it say he killed shisui a few days before the incident? i was under the impression he had time to harness his MS powers before the uccicha massacre link please
