So is Minato the fastest shinobi NOT counting FTG?

Well, its not faster, it still takes some time for Madara to teleport, while FTG is instant. Still, its better becuase Madara can teleport to any place he wants to.

Of course Minato is faster, the Raikage said he was. If he meant including FTG, he wouldn have said it. Even including FTG, the Raikage also uses a jutsu to increase his speed so Minato is faster.

Minato,Itachi, and Sasuke were all around the same speed (raw), Minato is slower than A when A has his lighting armour on, minato's ftg was faster than madara's jutsu but madara can go anywhere so his is still better

Manga clearly shows that Minato was nowhere near as fast as Raikage without FTG.
