no, he hasnt even scratched the surface of all the completely POWERFUL BEYOND IMAGING people in naruto history. FACT.xd (proven in manga), what about the other first ninjas in naruto history, ninjas around sage of 6 paths time, and in first hokage's era and even before that, the list goes on......
