My Operating System won't Load

I was working with my laptop and turned it off when the battery was almost 0%. In the next morning, I forgot to plugged it in and the computer died on me. Up until now, everything was pretty average. But when I plugged the computer and turned it on again, I waited and waited and the Windows wouldn't load. I even left the computer off for an entire weekend and when I came back and turned it on, the problem remained. I left the computer on for a while after that, to see if it only needed time to load, but it still wouldn't.

Is there a way I can manually turn on the Operating system?

My laptop is an HP Pavilion Entertainment PC, and I have Windows Vista.

I can access the Start Up menu, and I ran a Memory and an Hardware test, and nothing wrong showed up.

hmm if u can see the start up menu meaning it does boot up.....
can u tell what is the last stage at which your computer stays in i mean does it show a complete black screen or what ???
and what options can u access??

I turn it on. Black screen with a white "_". Then it shows the log and a notification that says "*ress Esc for the Start Up Menu" or something.Then it shows black screen with the whithe "_" again and then it just turns black. It's still on, it doesn't goes off, it simply doesn't do anything besides making sound and heating up, like normal.

Startup Menu:

F1 System Information (I can access)
F2 System Diagostics (I can access)
F9 Boot Device Options (I can access)
F10 BIOS Setup (I can access)
F11 System Recovery (When I choose that option, the computer freezes and I can't access any other option. I never tried choosing that option and then wait for long. I'm gonna try it now)
F12 Network Boot (I can access)

nope, she can't (that is ctrl+alt+del when your windows boot, but you apparently can't get that far). Have you tried starting it up in safe mode (as the computer is booting press and hold your F8) and then loading restore point?

Ok here are a few things i think u should try.....
Right so u say u get a cursor blinking on a black screen seems to me like a command prompt opens up also now i still incline to think that if u could access the task manager then i guess u can run a new task by the name Explorer....

In case it does not boot up at all try accessing the safe mode boot like kaziname said and if u cannot access that too then we can conclude that u have lost the OS for good...
now to install a fresh copy and no with a new OS no u wont loose any data stored on drives other than the drive on which the OS is installed...so no need to panic though u will i believe loose all the data like the browser history and all along with all the programs that were installed......that cannot be avoided (actually it can be but i am not sure about it)

Hum... I tried F8 and then it simply started beeping really loud. Is that normal? Should I have waited a bit longer before I turned the pc off?

If your PC starts beeping then try releasing the key for few seconds before pressing it again. If it doesn't start in Safe Mode then maybe you should just try again. I don't have extensive knowledge about windows, but safe mode + restore point is one of the most effective and safest ways to fix a thing on windows OS. If it doesn't work that way you can also boot windows from your windows CD and then load restore point.

For safe mode you can also try tapping the F8 key. On some computers it can produce "stuck key" error which can produce beeping sound you mentioned. You should also try hitting the F5 key if F8 doesn't help (i'm not sure about F5 - i've read about that one on internet, but it can't hurt to try, right?).
