If he uses al 8 gates he will die. And Rock Lee can use the 8 gates too.Gai can use all 8 gates, I doubt anyone else can. Thus, making him the supreme Taijutsu user.
Yes they have to use their eyes, but it doesn't mean they have to use byakugan or sharingan. It's their choice, if they didn't have the choice to activate or deactivate their sharingan/byakugan then i would understand.Itachi, Sasuke, Kakashi, Neji, Hiashi.
Really anyone with a sharingan or Byakugan. Together those two things make taijutsu extremely easy for the user. As long as a sharingan user is fast enough physically they can track movements and predict them as well. All of these people have taijutsu moves based more on precision and actual ability.
Guy and Lee are good at taijutsu but without using the gates they can't come close to those others I listed. Even then some people like Itachi and Sasuke and Kakashi would be extremely tough battles, solely in taijutsu that is, in a normal battle Guy and Lee wouldn't stand a chance against Sasuke or Itachi.
By the way I'm counting just taijutsu abilities, not nintaijutsu or the use of Kimmimaro's bones as that can't really be counted as taijutsu anymore. Using sharingan and byakugan is different because that is their eyes, they have to use them.

And it is not fair to count in Sharingan and Byakugan and exclude the gates, it is what the user is capable to use, so either count both of them out or neither.
