It's in his character naruto acting mature then foolish is breaking the boundary like if hinata was to act a fool lol
Naruto is a Genius in his own way.
He might not have a 200 IQ or be able to plan 200 steps ahead.
1. Naruto has the ability to change people
2. Naruto is a genius in Guts & improvising.( learning Rasengan in like 10 days, adding wind element to it, thinking of fixing Sage mode weakness. )
3. Naruto has shown more strategic use of Kage Bunshins .
4. Naruto will be the savior of the ninja world, which is something geniuses & legends like Minato, Rikudo Sage, Jiraiya, Hashirama Senju, Nagato have failed to do . ( He has not done this yet, but The Toad Sage Prophecy, etc etc. )
Part 1 Naruto I would agree that he was on the dumb side other then being a genius of Guts.

Comic relief, so that the audience can better relate to the main character, thus continue to watch the show. Kakuzu had it right on the money. (pun totally intended.. haha)

Naruto has displayed his stupidity in the past and no doubt he will continue to do so.
He is somewhat a battling genius,the fact that he always seems to push through could be considered as proof of that.
Outside of battles he is still an idiot, well for the most part.

He ain't book smart and doesn't have the smarts of a Neji, Sasuke, or Shikamaru.
He's more of a muscle memory type guy where he learns from physical movement instead of thinking beforehand.

i think that one of the other posters made a good point n sayin dat naruto most resembled goku because as far as strategy goes, he was far behind everyone, hell even his son to a certain extent, but his battling knowledge n ability to make it outta different tough situations makes him a genious n dat regard...
Naruto - Yang, Sasuke - Yin (or reverse them)
The main reasons Naruto has been dumb as hell throughout much of the manga are plot driven. First, Sasuke is a genius who did train, but needed little training as everything came naturally to him, and even faster once he developed his Sharingan. Sasuke is Naruto's 'foil' thus Naruto is one to whom things won't come immediately to and he must work his ass off to obtain the power he seeks.
I also believe Kishi tends to use Naruto's naivete to explain how stuff works, such as senjutsu, shadow clones, and elemental affinity as a few examples. If Kakashi asked him if he understood about his wind affinity, and Naruto said, "Sure!" then we the reader would know nothing.
As well, I suppose Kishi felt there was a comedic relief.
Finally, he had no one to raise him as an orphan. In fact he was worse than an orphan because of the Kyuubi, such that no one wanted him around nor their children to be near him. Sarutobi basically only looked after him via Kakashi to make sure, I presume, the seal was OK and Naruto wasn't dead. Being born an Uzumaki at his time turned out to be a double-edged sword, and I have no idea where the Namikaze were. Jiraiya couldn't raise him given his destiny. Thus, unlike Sasuke who had Itachi and his father, Naruto had no one to teach him even the simplest things.
Now, Naruto has gotten pretty keen in battle. Fighting Nagato has changed him forever. He understands important concepts such as hatred/peace, forgiveness/vengeance, etc.
Why does he look so much smarter in battle than in real life? I think it's focus. In battle he's always highly focused. Now, he has something to focus on outside of battle such as ending the circle of hatred that is the shinobi system and trying to come up with peace, saving Sasuke, and even helping the Kyuubi. Thus, I expect him to be much smarter in both aspects of life, battle and regular.
However, no, he will never reach or surpass genius's like Shikamaru or Sasuke (not designed to). It's simply not in his character profile. However, I think his days of being dumb are mostly over, except for comedic relief.

Naruto's intelligent when(and where) he needs to be and dumb otherwise...sets him apart from sasuke...Naruto's kinda like Goku, brilliant in battle(gets it from daddy, I guess...) but his brain kinda slows down a great deal outside of battle...Why is it that Naruto is portrayed as a dumbass? I mean he is powerful and all and has heaps of courage but hes pretty dumb..

Why on earth would I be Kishi? Anything I say about the plot is my best understanding of what I think he's doing, I don't pretend any more. For all I know, he has a Naruto is stupid/smart coin he flips when he writes out Naruto's actions, lol.
