I dont uderstaminate Kisame. I think that overall they are shinobi on the same level, but Deidara is just bad match for Kisame. The truth is, Deidara has abilities thanks to which he can kill Kisame (squid bomb - Kisame pwned) easily, Kisame is not that lucky. Hes the best when it comes to fight Jinjuurikis-like shinobis, but Deidara is completely different type of shinobi.
Once again your underestimating kisame he's not going to just sit still while deidara does that and plus he has some bad ass water jutsu as one of the other guys said what if kisame uses Suiton: Daibako Suishoha and traps deidara then merges with samehada? kisame is to fast under water and deidara needs air but kisame wouldn't allow him to leave he's finished

Well, Deidara has jutsus that are as or even more powerful than Tailed Beast Bomb (seening how squid bomb flipped Turtle island upside down, I came to conclusion that it was significantly more powerful than TBB).
Kisame wasnt able to trap Team Gai with it, and I remind you that Team Gai is mostly short-range squad, while Blondie is long range fighter, he will keep his distance.

Ahh i see forgot he used that there haven't read that part in a while but even so you can't tell me a guy who defeated the 8 tails couldn't beat deidara it just doesn't make sense sasuke beats deidara then goes and fights itachi after he's recovered he goes and fight's killer bee in which sasuke is over whelmed to the point where he's forced to use his ms and since him and deidara fought his eyes have had an up grade plus he has more experience but bee impales him with his swords he avoids fatal injures of course but still needed to be healed and bee hits his chest open with lariot. The point im trying to make is sasuke is generally a close range fighter he beat deidara so why is it hard to believe kisame can't if he had killer bee on the ropes
It makes perfect sense. Why? I can repeat myself. If A>B, and B>C, than that doesnt mean that A>C. It all depends on personal abilities. And Kisame dont have right abilities to fight Deidara. Proof? You are saying that Kisame would win, but you are yet to give me some valid argument to support that. Kisame just dont have right techniques to win this battle, while on the other hand Deidara has techniques that allows him to end this battle quickly.
Your saying that deidara can end this quickly which isn't true and i don't have proof kisame can win but based off what we have seen i personally think kisame will trap him and finish him btw what's to stop kisame from getting in close enough to use Suiton: Senjikizame
C2 or C4 if Kisame is in open air. Squid bomb if Kisame is inside the dome. Kisame has nothing to prevent getting himself obliterated by these techniques.
That Deidara is very, very fast on his bird and ridiculously hard to catch (Gaara was persuing Deidara with flying mount of sand, tried to ambush him from multiple sides at once, and he barely managed to catch his hand), and can fly higher instantly.
