I say Naruto. at first i thought rasengan was the shit but thats all he uses (different variations but still rasengan) and now they are even trying to make the tailed beast bomb into rasengan, The only reason he is still alive is because he knows how to use main character powers

Well resangan is pretty powerful...and how many times have we seen chidori...and now susano? or shadow mimic/paralyzation/choke...or mind transfer...or body expansion...or sand coffin...or water shark bomb...every character has there on speciality and they usual work off of/expand on that. Naruto is no different. How realistic would it be if at 16 he just all the sudden started using crazy jutsus that didn't fit his charater development....patience young padawan

Minato, people think he is god due to FTG. We saw nothing about him really tech wise beside FTG and rasengan.
Shikamaru, he might of taken out Hidan but he had everything planned. He isn't much of a fighter when he doesn't have most things planned. He isn't very high chakra wise.

Tenten when she got the So6P fan. Oh how the people opened their mouths saying she will be great... Then BOOM! she almost dies due to chakra lose.

I think Kakashi would win, we've seen him open one gate and im pretty sure a guy like Kakashi wouldnt stop at one gate so kakashi could very well open them too, plus Kakashi makes hand seals faster than anyone ive seen in the show and could hit him with copy ninjutsu, his 7 ninja dogs summon or his headhunter jutsu could trap gai and he could use kamui then. Kakashi is way too versatile for a straight forward taijutsu fighter to beat him that easily. If kakashi could open 7 gates and he might be able to, his sharingan would give him a major advantage plus chidori with 7 gates gai has no chance.

do we have to talk about just characters? well, rasengan is pretty overrated. u have to be in close contact which can be a hassle. plus, the 3rd's grandson can use it now? its supposed to be a sacred A-rank ninjutsu! further more, it cant do that much damage, it might be able to hurt an easy foe, but up against a hard ass foe, the damage is close to nothing. and i haven't seen it used in a long time.
i have nothing against wind rasen-shuriken though. that shit kicks ASS. but rasengan alone is just bleh. just my opinion...

Kakashi gets pros in my hand you can tell he traines hard and many times he says he'll lose a battle if it wasn't for his sharingan.
but sasuke and his sasono his hidind behind that thing always danzo could of killed him without un sealing his right arm.

I would go with kakashi he's extremely skilled but the bad thing about him is that he does'nt have alot of stamina or chakra if he did he would have been on another whole level.
I think Sasuke is over rated just because he needs his hand held every step of the way in order to get stronger. Without Kakashi, Orochimaru, Itachi and Madara; Sasuke would just be a emo git with no real skill. Hell Sasuke wasn't even a genius compared to other Uchihas.
well, sasuke started a while ago to use all different kind of jutsus. he now has kuchiouse, genjutsu, two strong long-ranged jutsus, a strong short-mid and a strong short-ranged jutsu and in addition to that with susano'o an defensive jutsu too. i dont think that it's to much expected from naruto to try to become more versatile.
itachi and kakashi. itachi is in the minds of many a god, without any reasoning just because he was weakened during his last fight and kakashi isnt half as strong jutsu-wise as everybody seems to think. 100 c-ranked-jutsus are still crap and having no chakra makes them defensively not useful.
pain is kinda overrated to. god pain is strong, but the other 5 are just weak and pain doesnt have the mechanics to always survive the 5 minutes.

Tenten is an ordinay Shinobi with no KG or blood line limit etc. But, she is alright. I don't see her overhyped either. When was she projected as special? She is good with weapons and fits in her team, that's it.
At the moment most overhypped guy on NB seems to be Kabuto, some weeks before it was Choji( when suddenly people found him Kage material..). Shikamaru is shrap but some people over estimate his fighting skills one on one- He is a strategist- not exactly an offensive fighter- He is good with his team Ino-Shikas-Chau work well in combo. etc...He took out Hiddan with help of Kakashi and team even if he landed the final blows in the end.
Guy was over hypped when they went for him as the hokage..

all i have to say is no one in the show is over rated or really under rated mostly everyone has there shine and imo that is kishi's down fall making so many good characters that everyone has a fav besides the main character... but imo the only person i know is totally overrated is the 4th just because he is naruto's dad with time he probably would have been the best kage but i know damn well no one is as great as hashirama he is the strongest hokage of the leaf its just fact
