Naw. Not all of these ninjutsus require elemental training. For instance, look at Sasuke. He learned Katon: Gokyano Jutsu (or HOWEVER you spell it) at, like, 7 years of age in a week or two. Element training takes a year or two for most people ('cept Naruto, cause he's cool)

sasuke can use this jutsu because he have fire and lighting elements.. so he was able 2 do it

Plus, it's been stated that the 3rd knew all of the jutsus in konoha
